Dear China Families,
As the wait for the China adoption process continues to grow we know many families have questions and are expressing interest in concurrent family building plans. Attached above is information regarding America World's new policy on concurrent family building as well as an application and liability waiver for those families who would like to pursue concurrent family building further. Concurrent family building plans are understood to be a family's efforts to build their family through two different means at the same time; this can include pregnancy, domestic adoption, or international adoption.
Currently the China Center of Adoption Affairs (CCAA) has processed referrals for families who had a login date on or prior to November 25th, 2005. This puts the current wait time in the China adoption process at 22 to 23 months with the trend of increasing each month.
The number of login days the CCAA is able to process each month significantly effects the current China wait time. Over the last 8 months the CCAA has processed any where from 2 to 15 days worth of login dates each month, with an average of 7 days per month. When the CCAA is unable to process at least 30 days worth of login dates, the wait time grows. The amount that the wait time grows depends on how many login days the CCAA processes within the month. The current wait time has grown within a range of a half of a month to a full month of time every month for over the last year.
No one is able to accurately predict how long the China wait time will become due to the large number of unknown factors, such as:
- the number of infants that will be available for adoption and paper ready within the upcoming year
- the number of domestic adoptions within China
- the number of families from around the world who have login dates between November 26, 2005 and today
- the number of families who will withdraw from the China adoption process due to the increased wait time
- the number of families who will adopt special needs children and will no longer be in the healthy line
We do know that there was a large increase in dossiers submitted to the CCAA at the end of 2005 and the beginning of 2006 that has greatly contributed to the increased wait time. The increase in dossiers continued through 2006 and lead to the CCAA changes in their eligibility guidelines.
We also know that the CCAA deeply cares for orphaned children and adoptive families. In personal conversations I had over the summer with a number of high ranking CCAA officials they stated their desire to do everything in their power to continue to place orphans into families as quickly as possible and their hopes to see the wait time decrease. They will continue to work on behalf of orphans and adoptive families as long as there are orphans in China.
Please rest assured that America World will continue to post information regarding the number of login days the CCAA has processed each month and the current wait time on our Weekly Update as soon as we receive any new information. While the nature of international adoption is often unpredictable and ever changing, we
promise to provide families with any new information we receive as soon as possible.

While we know the Lord is sovereign over each adoption process, we know the current waiting time and unknowns regarding the future waiting time makes your adoption journey all the more a trying and difficult walk of faith.
